It was designed to be a happy moment — it was a happy moment — but there was still a little tension in the air.

Members of Block Island Economic Development were holding a lottery for one of the units at Old Harbor Meadow off Chapel Street.

Linda Spak of BIED held a bowl with the names of all four applicants, and said, “This has been a long process. I’m a wreck. I wish I had four homes.” The applicants were Kevin Ernst and Nell Barnicoat; Geoffrey Lawrence; Shannon Morgan; and Carolyn Clouse and Shane Cassidy.

“Best of luck,” said Spak as Town Manager Ed Roberge who, before he reached into the bowl to call out the name, said the process of looking for a home was both “stressful” and “melancholy,” as he and his wife had just gone through the process prior to moving here. “There is such a need. I hope we can do more,” he said. The first names pulled were Ernst and Barnicoat, with Clouse and Cassidy named as runners up. Those next in line may be called if financing doesn’t work out for the original winners of the lottery.

After some applause and good wishes, Spak said, “We need to keep working on this. We need more.”
