A Block Island man was arrested on Wednesday, Jan. 23 by the New Shoreham Police Department for allegedly striking his own dog.

The New Shoreham Police took island resident Alan Smith, 54 years-old, into custody and charged him with one count of unnecessary cruelty. According to the Rhode Island Society for Prevention of Cruelty to Animals, witnesses saw Smith, 54, holding down and striking his dog, Ramos, a number of times in public. Ramos was transported to the RISPCA shelter in Riverside, Rhode Island.

New Shoreham Police Chief Vin Carlone told The Times that Smith was “cruely beating his dog in the face out in the open. Witnesses have seen him do it at other times.”

Carlone said that Smith is being detained at the Rhode Island Adult Correctional Institute, and is facing charges in District Court for animal cruelty, as well as Superior Court for violating an order to keep the peace related to child molestation, sexual assault and kidnapping charges that date back to 1999.

“There is another investigation pending related to serious allegations,” said Carlone. “This is an ongoing criminal investigation.”
