New Shoreham Town Council Public Hearing

Zoning Ordinance Amendments

Town Hall, Old Town Road, Block Island

The New Shoreham Town Council will consider changes to bring the Zoning Ordinance into compliance with State law. Section 202 amendments include changes to the definitions of developable land and building height.  Wetland buffer areas shall now be included in the calculation for minimum lot area when determining density.  Building Height shall now be calculated from the average existing grade elevation and freeboard area shall be excluded from building height calculation. Amendments include the addition of Section 516 to permit by right and create standards for Accessory Family Dwelling Units for family members with disabilities or who are 62 years of age or older. Ramps, lifts and other accommodation alternatives necessary for ADA compliance are to be allowed as needed in the front, side or rear yards of existing structures without the need for dimensional variances.

Draft Amendments to Section 603 Zoning Board of Review, Section 701 Building Permit/Zoning Certificate/Certificate of Occupancy, Section 703 Procedures for Special Use Permit, Section 706 Variance and Section 709 Appeals relate to recent changes in State Law to Zoning Board time limits and procedures.  Notable amendments to these Section include: Zoning Board shall hear and decide appeals within 65 days of the date of filing of the appeal and will now be required to render a decision within 15 days of the close of a public hearing.

The text of the changes, in the context of the existing zoning ordinance is available at Town Hall and on the Town’s website ( The changes were advertised in the February 17, 2018 edition of the Block Island Times.

The proposed language may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing. Any alteration or amendment must be presented for comment in the course of the hearing.

The New Shoreham School Department hereby requests sealed bid proposals for the following services for the 2018-2019 school year (may consider proposals for up to three years). 

Lawn Maintenance

Information is available on the above bid by calling the Block Island School, 401-466-7732, between the hours of 8:00 a.m. and 3:30 p.m.  Sealed bid proposals, in an envelope clearly marked “2018-2019 School Bid”, will be received on behalf of the New Shoreham School Committee by Marsha Gutierrez, Administrative Assistant, Block Island School, High Street, P.O. Box 1890, Block Island, Rhode Island 02807 until 12:00 p.m. on Wednesday, March 14, 2018, at which time they will be publicly opened and read aloud.  Sealed bid proposals will be received by U.S. mail, Federal Express, UPS, or similar third party carrier, or by hand-delivery, but not by electronic means.

All accepted contracts will run from July 1, 2018, through June 30, 2019.  The New Shoreham School Committee (NSSC) reserves the right to accept or reject any and all bids deemed to be not in the best interest of the New Shoreham School Department (NSSD).  The NSSC reserves the right to reject any bid not submitted in accordance with the provisions set forth herein and may waive any informalities and all bids.  Conditional bids will not be accepted.  Further, the NSSC does not obligate itself to accept the lowest or any other bids.
