Sealed bids from contractors will be received by TOWN OF NEW SHOREHAM, BLOCK ISLAND, RHODE ISLAND until December 13, 2016 at 3:00 P.M. for the Fred Benson Beach Pavilion Renovations at the office of the Town Manager, New Shoreham Town Hall, Old Town Road, Block Island, RI and at that time and place, bids will be publicly opened and read aloud.
Scope of Work includes selective demolition, carpentry, plumbing, electrical, painting and roofing work. Contract Documents may be obtained at the office of the Town Manager, New Shoreham Town Hall, Old Town Road, Block Island, RI between the hours of 9:00 A.M. and 4:00 P.M., Monday through Friday, starting November 11, 2016, There is a $25.00 non-refundable charge for each of the Contract Documents.  Check shall be made payable to “Town of New Shoreham”.  ONLY ONE SET PER CONTRACTOR WILL BE PROVIDED.   
Bidders requesting Contract Documents by mail (via Federal Express only) shall forward a separate, non-refundable check (payable to the “Town of New Shoreham.”) in the amount of $25.00 per set to cover costs of handling. Plans and specs will not be shipped until the $25.00 fee  is received by the Town Manager’s Office.
A walk-through site visit will be held at 11:00 AM on Monday, November 14, 2016. The walk through is not mandatory, however bidders are urged to attend. Transportation from the Block Island Ferry to the project site and back to the Ferry can be provided. The ferry leaves the mainland at 11:00 AM and leaves Block Island at 2:30 PM. No Bidder may withdraw their Bid for a period of one hundred twenty (120) days, excluding Saturdays, Sundays and legal holidays, after the date of the opening of the Bids.
Each Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the designated form in the amount of 5-percent (5%) of the Bid.  Bid Security will be refunded to all bidders following award and execution of the contract.
The successful bidder must furnish a 100% Construction Performance Bond and a 100% Construction Payment Bond with a Rhode Island licensed surety company acceptable to the Owner within 10 days of the Notice of Award.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. The Town reserves the right to accept the bid it deems most favorable to the interest of the Town of New Shoreham.
Bidders shall adhere to the provisions of State Labor Laws concerning payment of prevailing wages.
Bidders on this work will be required to comply with the President’s Executive Order No. 11246, entitled “Equal Employment Opportunity” (as amended by Executive Order 11375) and as supplemented in Department of Labor Regulations 41 CFR Part 60.  The requirements of Bidders and Contractors under this Order are explained in the Instructions to Bidders.
Minority business enterprises as defined by R.I. General Laws Section 37-14.1-3 shall have the maximum opportunity to participate in the performance of Subcontracts performed under this agreement.  The Contractor will take all reasonable steps in accordance with the regulations promulgated under Chapter 37-14.1 of the Rhode Island General Laws to ensure that minority business enterprises have the maximum opportunity to compete for and perform subcontracts under this agreement.

The Block Island Land Trust is soliciting bids for regular maintenance of its properties.  This bid is for mowing and hand clearing Land Trust properties for the period from January 1, 2017 through December 31, 2017.  Bids for regular maintenance will be solicited only once per year.  Bid packets and maps are available upon request from the Block Island Land Trust.  Please contact Heidi Tarbox at 860-468-0145 or  
BIDS will be received by the Block Island Land Trust until 12:30 pm local time on Thursday, December 8, 2016.  Bids will be opened and read aloud at the December 8, 2016 Land Trust meeting at 4:00 p.m. at the Town Hall, Old Town Road, Block Island.
All BIDS must be made on the required BID PROPOSAL form.  All blank spaces for BID prices must be filled in, in ink or typewritten, and the BID form must be fully completed and executed when submitted. Only one copy of the BID form is required.  Proof of insurance must be provided.
Bids must contain a total job price rather than an hourly rate.  The outside of the bid envelope must clearly state “Land Trust Bid Proposal.”
Insurance:  Contractors are required to carry liability insurance:  $1,000,000.00 for each occurrence, $2,000,000.00 general aggregate.  Proof of this insurance must be supplied to the Land Trust with bid.

After presentations by the Applicant, members of the Public will be allowed 2 opportunities to speak on Agenda items.  The Chair will ask if anyone from the Public has questions of the Applicant in an attempt to understand the project.  After questions are closed, the Chair will ask if anyone from the Public has comments.  Members of the Public will have up to 3 minutes per person to comment.  Comments should be limited to the exterior design of the building and site.  Comments will not be allowed as to the interior design or use of the project, etc.  Thank you for participating.
