On January 31, 2013, Astro Telecommunications Corp., licensee of WADK(AM), Newport, Rhode Island, Facility ID 48744, and WJZS(FM), Block Island, Rhode Island, Facility ID 71295, filed an for assignment of the license from Astro Tele-Communications Corp. to 3G
Broadcasting, Inc.The assignor, Astro Telecommunications Corp. (“Astro”) is wholly-owned by the Addelco Corporation (“Addelco”), which in turn is wholly-owned by the Maurice B. Polayes Revocable Trust, Amy H. Weinstein, Trustee. Roy Polayes is an officer of Astro. Gregory H.
Birne is an officer and director of Astro and Addelco. Gregory H. Birne and Andrew D. Polayes are the beneficiaries of the Maurice B. Polayes Revocable Trust. Bonnie Gomes and Kenneth Gomes are the officers and shareholder of 3G Broadcasting, Inc., the proposed assignee.

Specifications are available by calling the Director of Public Works Office, 466-3213 between the hours of 8:00 a.m. and 4:00 p.m. or on the Town’s website @ www.new-shoreham.com or email email@example.com. Sealed bid proposals will be received in the Office of the Director of Public Works at 10:00 AM local time on Wednesday, March 6, 2013 at which time they will be publicly opened and read aloud. All bids are to be submitted in a sealed envelope clearly marked with one of the above noted proposals on the outside with the bidder’s name and address.
If forwarded by mail, the sealed envelope containing the Bid must be enclosed in another outer envelope addressed to: Nancy O. Dodge, Director of Public Works at PO Box 220, Block Island RI 02807.
The Sewer/Water Commissions reserves the right to reject any and all bids deemed to be not in the best interest of the Sewer/Water Districts. The Sewer/Water Commissions reserves the right to reject any bid not submitted in accordance with the provisions set forth herein and may waive any informalities and all bids. Conditional bids will not be accepted. The Sewer/Water Commissions does not obligate itself to accept the lowest or any other bids.

The Block Island Housing Board is seeking sealed bids for the cleanup and removal of unwanted material and debris from property identified as Assessor’s Plat 14, Lot 55.
Sealed Bids will be received until March 6th, 2013 at 3:00 PM at New Shoreham Town Hall. Correctly submitted bids will be publicly opened and read aloud on March 6th, 2013, at 4:00PM, by the Block Island Housing Board.

New Shoreham Town Council Public Hearing
Proposed Amendment to New Shoreham Zoning Ordinance
Relating to Affordable Housing
The New Shoreham Town Council will hold a public hearing at 7:00 p.m. Wednesday, February 20, 2013 at Town Hall, Old Town Road, Block Island to consider an amendment to New Shoreham’s Zoning Ordinance Article 2 Section 202 Definitions, Article 4 Section 403 Secondary Dwelling Development, Article 4 Section 404 Attached Multifamily Development, Article 4 Section 405 Affordable Housing and Article 7 Section 712 Permits, Procedures and Enforcement. The entire amendment was advertised in the February 2, 2013 Block Island Times. A summary of the proposal follows. Before acting on the proposal and/or amendments to it, the Town Council will hear all persons for or against. The proposed ordinance may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing. Any alteration or amendment must be presented for comment in the course of the hearing.
Article 2 - Section 202 – Definitions
• Adjustment to the definitions of “affordable housing” and “low or moderate income housing”.
• Addition of definition for “municipal government subsidy”.
Article 4 - Section 403 – Secondary Dwelling Development
Article 4 - Section 404 – Attached Multi-Family Development
• Changes to 403F and 404C to allow modifications to the dimensional standards of these types of developments to allow them to also qualify as affordable housing.
Article 4 - Section 405 - Affordable Housing (in its entirety)
• Rewrite of Section 405 to better organize, and to clarify review and approval procedures for affordable housing developments.
• Replace the increase of residential density by up to 100%, and more than 100% (current Sections 405A.2 and 405A.3, respectively) with allowable reductions in minimum lot area by up to 50%, and by up to 75% (proposed Sections 405C and 405E, respectively).
• Identify the types of affordable residential units allowed in each zoning district.
• New expiration date for Section 405E and changes in thresholds for affordable unit attainment under that section.
• Addition of review standards to Section 405, with consideration given to type of units, and type and location of proposed affordable housing developments.
• Adjustment of some performance standards in Section 405, relating to parking requirements, maximum number of units in a development, number of bedrooms allowed in rental units, and requirement for flexible design.
Article 7 – Section 712 – Comprehensive Permits for Low and Moderate Income Housing
• Replacement of the Zoning Board of Review as the local review body with the Planning Board.
