SPECIAL FINANCIAL TOWN MEETING

On January 14, 2015 the Town will hold a Special Financial Town Meeting where the question put to the voters will be whether they will authorize an expenditure not to exceed $700,000.00 for the renovation and reconstruction of the doctor's residence on Payne Road.
In November's election there was a question regarding the expenditure of substantially more money to cover the renovation of the doctor's house and to construct a duplex on the property to house medical interns, potentially an executive director or other medical/town employee. That question failed to pass.
Without a clear understanding of why the referendum question failed, but recognizing that the doctor's residence was overdue for repairs and should be the singular focus for the voters, the Town Council voted to go ahead with a question that only involved the existing doctor's residence.
The plan calls for removing the ell-which was added in the sixties--gutting the first and second floors to reframe the structure as a three bedroom house, upgrading the electrical, plumbing and heating systems and insulating throughout. The third floor of the house would be stubbed for electrical and plumbing for potential future use.
The existing house has been examined by members of the building committee and the architect who was hired by the town in September to do preliminary design work. A full contract with the architect will only be entered into if the question passes on the 14th. After examining all potential possibilities for the current residence, the building committee recommended and the Town Council agreed the best course of action was to redo and upgrade the existing building.
The Town Council will discuss this upcoming vote at their work session on Wednesday, January 6th at 4 p.m. Put it on your calendar and come to talk about it.

The New Shoreham Town Council will hold a Public Hearing on May 6, 2014 to consider amending Chapter 6 Health and Sanitation, Article II Nuisances, Section 16 “Littering” by replacing Section 16 in its entirety.  The proposed ordinance amendment appears below.  Proposed deletions are stricken (like this) and proposed additions appear underlined (like this).  At the public hearing, all persons for or against may be heard and the Town Council may act on this proposal and/or amendments hereto.
Sec. 6-16. - Littering.
No person shall deposit or discard or cause to be deposited or discarded or carelessly transport any garbage, refuse, waste or rubbish of any name or nature on or along any highway or public roadway, any public land, any beach, or any part of the shoreline except in appropriate closed containers or covered vehicles in such manner as to prevent the contents from blowing or falling on or about the highway.
(a)     It shall be unlawful for any person to deposit or discard or cause to be deposited or discarded or carelessly transport any garbage, refuse, waste or rubbish of any name or nature on or along any highway or public roadway, and by public land, any beach or any part of the shoreline except in appropriate closed containers or covered vehicles or in such manner as to prevent the contents from blowing or falling on or about the highway.
(b)    It shall be unlawful for any person to throw, deposit, place, cast, scatter or leave any litter, including cigarette and cigar butts, in, about, or upon any public property or public waters in the Town, except in authorized public receptacles for collection.
(c)    It shall be unlawful for any person to throw, deposit, place or leave any household or commercial garbage or refuse in any public receptacle.

On Monday January 5, 2015 the New Shoreham Town Council will hold a public hearing to consider amendments to the New Shoreham Zoning Ordinance to add a new definition “Flagpoles” to Town of New Shoreham Zoning Ordinance Section 202 (Definitions) and to amend Zoning Appendix C (Table of Dimensional Regulations by Use District) by adding the note “The allowable height for flagpoles is 35 feet.”  The proposed ordinance may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing.  Any alteration or amendment must be presented for comment in the course of the hearing.
Section 202  - Definitions
[order alphabetically] Flagpole.  A flagpole is an accessory structure which consists of two parts: the flag and the structure supporting the flag.  Flagpoles are erected only for the purposes of flying a flag or banner representing a country, state or community, or organization, concept or other non-commercial content.  In no case shall a flagpole which is an accessory structure consist of or serve the purposes of a sign, which displays lettering, logos and/or trademarks intended to convey a commercial message or advertise a good or service.  Any structure containing such content shall be considered a sign and regulated under the provisions of Section 504.
