The Town of New Shoreham Planning Board will be in session for a meeting on Wednesday, January 9, 2013 at 4:00 P.M. at the Town Hall, Old Town Road, Block Island, RI.
AGENDA
1.    Joint meeting with the Planning Board, Town Council and Housing Board to discuss the proposed amendments to Zoning Ordinance Section 405 Affordable Housing.
2.    The Planning Board and the Town Council will discuss the capital budget process.
Monthly meeting:
1.    Ernst, James and Wendy and Weber, Heidi Ernst Trust, Ernst James and Michael. Plat 9, Lots 93-1, 93-4 and 93-5.  Final Application for a Major Subdivision off Payne Road.
2.    Block Island Power Company. Plat 17, Lot 37. Advisory to the Zoning Board of Review for an Application by New Cingular Wireless PCS, LLC for a Special Use Permit under Section 313(E), Section 421, Section 401 and Section 703 to add three panels, six radio heads and one surge arrestor to the existing antenna.
3.    Sprague, Joseph and the Nature Conservancy. Plat 19, Lot 68. Request for a mylar to be signed off as subdivision is not required.
4.    Gaffett, Lewis. Plat 7, Lot 159-1, 159-2, 160, 165. Pre-Application for a Minor Subdivision of property off High Street, Ebbet’s Hollow.

NOTICE IS HEREBY GIVEN that the Town of New Shoreham Zoning Board of Review will be in session at the Town Hall, Old Town Road on Wednesday, January 23, 2013 at 5:00 PM for a regular meeting.  
All persons interested will be heard for or against the granting of the following applications under the Zoning Ordinances:
1.    Batteyville, LLC. Plat 4, Lot 32-3. Appeal by Edith Blane regarding the issuance of a Building Permit for construction of a shed.

APPLICATION FOR APPROVAL OF FINANCING         :
NOTICE OF FILING AND PUBLIC HEARING
Pursuant to the provisions of the Rhode Island General Laws, §§ 39-1-1 and 39-3-15, as amended, the Division of Public Utilities and Carriers (the “Division”) will conduct a public hearing on Friday, January 11, 2013 at 11:00 A.M. in Hearing Room A of the Division of Public Utilities and Carriers, located at 89 Jefferson Boulevard, Warwick, Rhode Island.
At this hearing, the Division will examine the propriety of an application filed by the Block Island Power Company seeking consent and approval to finance $566,400 from Caterpillar.  The loan will used to purchase a new diesel generator engine.
The application is on file for examination at the office of the Division and at the office of the Block Island Power Company, 100 Ocean Drive, Block Island, Rhode Island.  Reference is made to Chapters 39-1, 39-3 and 42-35 of the RI General Laws.
The Division of Public Utilities and Carriers is accessible to the handicapped.  Individuals requesting interpreter services for the hearing impaired must notify the Clerk’s office at 780-2107 seventy-two hours in advance of hearing date.

Parsons, Laura.  Assessors Plat 19, Lot 17-2.  Zoning Modification request is to construct a twelve foot six inch (12’6”) by eighty foot (80’) ground mounted solar array thirty seven feet six inches (37’6”) from the southern property line of Lot 17-2.  A fifty foot (50’) setback from all property lines is required in the Residential A (RA) Zone.  If no written objections are received by directly abutting property owners by 21 January 2012 the Zoning Modification will be granted.

BLOCK ISLAND LAND TRUST
Invitation to Bid
The Block Island Land Trust is soliciting bids for regular maintenance of its properties.  Bids will be solicited only once per year.  All bids must be submitted on the required BID PROPOSAL form.  Only one copy of the form is required.  Bid packets, including proposal form and specifications, and maps (if needed) are available upon request from the Block Island Land Trust.  Please contact Heidi Tarbox at 860-468-0145 or landtrust@new-shoreham.com.  
Bids will be received by the Block Island Land Trust until 12:30 p.m. local time on Monday, January 14, 2013.  Bids will be opened and read aloud at the January 14, 2013 Land Trust meeting at 3:15 p.m. at the Town Hall, Old Town Road, Block Island. Bids may be awarded at that time.  The Land Trust reserves the right to reject any and all bids.
Insurance:  Mowing contractors are required to carry liability insurance consistent with Town of New Shoreham requirements.  Proof of this insurance must be supplied to the Land Trust with bid.
Properties:  Mowing:  Fresh Pond; Turnip Farm; K&H Property; Nevas Lot.
Wall Clearing:  Fresh Pond; Ocean View.

The New Shoreham School Committee, at its meeting held on Monday, November 19, 2012, approved the posting of the following policy for the required 30-day period prior to adoption:
