The ballot for the November 4 election will be three pages (one ballot, front and back, and the front of a second ballot).  There are federal, state and local races, seven state referenda questions and two local questions.  If you’d like to take home a sample ballot to study before the election they are available at Town Hall and the Island Free Library.  They are also on the RI Secretary of State’s website.   
Emergency ballots are available at Town Hall for voters who will be out of Town on Election Day.  
Polls will be open at Town Hall from 9:00 a.m. to 8:00 p.m. on November 4.  Don’t forget your ID.  If you have questions, please call the Board of Canvassers at (401) 466-3200.

New Shoreham Zoning Ordinance
Proposed Amendment relating to General Prohibitions – Unregistered Vehicles
Town Hall, Old Town Road, Block Island RI
November 3, 2014

The New Shoreham Town Council will consider changes to the Zoning Ordinance at a public hearing 7:00 p.m. Monday, November 3, 2014 at Town Hall, Old Town Road, New Shoreham to amend Article 1 Section 111 – General Prohibitions (A)(1)  The proposed amendment follows with language to be deleted crossed out, and language to be added underlined.  Before acting on the proposal and/or amendments to it, the Town Council will hear all persons for or against.  The proposed ordinance may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing.  Any alteration or amendment must be presented for comment in the course of the hearing.
Article 1 – GeneralSection 111- General Prohibitions
The following uses are prohibited in all (except as noted) zoning districts:
A.    Any structure or building or any use of any structure, building, premises or land which is injurious, obnoxious, offensive, dangerous or a nuisance to the community or to the neighborhood through noise, vibration, concussion, odors, fumes, smoke, gases, dust, harmful fluids or substances, danger of fire or explosion, or other objectionable features detrimental to the community or neighborhood health, safety, convenience, morals or welfare, including but not limited to the following:
1.    Outside storage of inoperative or unregistered motor vehicle for over thirty (30) days; vehicles as follows:
a)    No person shall deposit, store, keep or permit to be deposited, stored or kept upon public property a dismantled, junked or abandoned vehicle, an unserviceable vehicle, or a vehicle legally or physically incapable of being operated or a vehicle that does not display, if required by state law, a current safety inspection certificate on its windshield.
b)    No person shall deposit, store, keep or permit to be deposited, stored or kept outside of a building or structure upon private property more than two dismantled, junked or abandoned vehicles, unserviceable vehicles, or vehicles legally or physically incapable of being operated or vehicles that do not display, if required by state law, a current safety inspection certificate on the windshield.
c)    If a dismantled, junked or abandoned vehicle, an unserviceable vehicle, or a vehicle legally or physically incapable of being operated or a vehicle that does not display a current safety inspection certificate on its windshield is being deposited, stored or kept upon private property pursuant to subsection (b) of this section, every such vehicle shall be deposited, stored or kept in a location on the property that conforms to the minimum side yard, rear yard and front yard setbacks required by the applicable zoning ordinance.

The Town of  New Shoreham is seeking separate sealed BIDS to be delivered to the Town Manager for the sale of surplus property from the Town:
A used  1994  Kifco Traveling Water Reel, Model B160.  Minimum price $2,000.00
Sealed BIDS must be submitted in writing and clearly addressed to Nancy O. Dodge, Town Manager, P.O. Box 220, BI, RI 02807 until 2:00 p.m. on October 17, 2014 and will be opened and read aloud.
The Town reserves the right to reject any/all Bids and waive any informalities in the Bids received.

The New Shoreham Town Council will hold a Public Hearing to consider amending New Shoreham’s Revised Ordinances, Chapter 8 Article V Section 8-112 (c), Hawkers and Peddlers licenses. The proposed ordinance amendment appears below.  Proposed additions appear underlined like this.  At the public hearing, all persons for or against may be heard and the Town Council may act on this proposal and/or amendments hereto.  
Sec. 8-112. - Application for license; fee; holding multiple licenses; transfer.
(a)    All hawkers, peddlers, itinerant vendors and persons selling or offering for sale any goods, wares or merchandise whatsoever, including any food or beverage, as described in section 8-111, shall make application to the town council for a license. Such application shall be made even if such applicant holds a state license as provided in G.L. 1956, § 5-11-1 et seq. The town council may approve or disapprove the issuance of any license, having in mind the location of the operation, if stationary, and the safety and welfare of the public at large, if the operation is not stationary.
(b)    If approved by the town council, the town clerk shall issue a license to sell the articles or substances mentioned in section 8-111 upon the payment of a fee of $50.00. Licenses shall be issued in the name of one individual, company or corporation and for one location, if stationary, or one vehicle, cart or other conveyance if not stationary. No license where food products are involved shall be issued until all approvals required by the state department of health are obtained.
(c)    No more than one license may be issued to any one person and no such license may be transferred to any other person, nor may it be used at more than one location; provided, however, that any person currently holding a license or a person applying for a license may apply to the town council for permission to operate at a different location under the license during the period commencing November 1 and ending March 31.

Public Notice
Notice to all concerned parties who own vessels that have been left on Andy’s Way, the beach at the Narragansett Inn, the beach between the Boat Basin and Champlins Marina, AND the beach across from the National Hotel in Old Harbor, you will have until November 1, 2014 to remove your vessel from the areas stated above or the Harbors Department will have them removed at the owner’s expense.  Please contact the Office of the Harbormaster at 401-466-3204 for questions.
