PUC finds in favor of RIFF/Bluewater

Over proposed fast ferry dockage space at Old Harbor

The Rhode Island Division of Public Utilities and Carriers (PUC) has found in favor of Rhode Island Fast Ferry (RIFF) and Bluewater LLC in the dispute with the town of New Shoreham over dockage space at Old Harbor’s inner basin. RIFF has proposed a fast ferry service from Quonset Point to Block Island, but the town has refuted Bluewater's assertion that a new fast ferry could dock in Old Harbor without town permission.

In a finding handed down on Thursday, Dec. 10, the Division denied the town’s motion of summary disposition that opposed RIFF and Bluewater’s application for a Certificate of Public Convenience and Necessity (CPCN).  

RIFF is owned by Charles Donadio Jr. and Bluewater LLC by Paul Filippi.

“This is huge,” said Donadio of the Division’s findings during an interview with The Block Island Times. “We’re excited about the Division’s rendering of its findings.”
