Zoning Board elects officers
The Zoning Board of Review convened Jan. 30 for a brief, purely procedural meeting, but the members did re-elect a slate of officers. The current chair and vice-chair were re-elected.
All the substantive agenda items — one application and four public hearings — were continued to the board's next meeting on March 27.
Chris Warfel's application for a variance to allow construction of a solar electric system at the Kurt and Mary Cerulli house on Dickens Road (Plat 14, Lot 10) was set for a public hearing.
Warfel confirmed to The Block Island Times that it was this project that prompted him to request changes to the zoning ordinance concerning where solar electric systems can be erected on a parcel, particularly in the front of the home. The Planning Board expected to hold a public hearing on the proposed changes on Feb. 13.
Each of the property owners whose public hearings were scheduled for the January 30 meeting date requested and were granted continuances to the March 27 meeting. Two were appeals of violation notices from town Building Official Marc Tillson: Cheryl VanLuven, owner of Plat 15, Lot 58-1 south of Ambrose Swamp off West Side Road; and Robert and Judith Rose for their Beach Rose Bicycles business off High Street, Plat 8, Lot 262.
In both cases, Chair Elizabeth Connor said that Tillson had not objected to the rescheduling.
The hearing on the application by Jonathan and Alisa Berry for a variance to build an accessory structure to their home on Trim’s Pond (Plat 5, Lot 75-7) was also continued, as was the hearing on Mary Elizabeth Coughlan's application for a Special Use Permit to construct a home exceeding the ordinance's limit of 3,300 square feet on her waterfront lot east of Settler's Rock (Plat 1, Lot 3-1).
Meeting schedule revised
Connor told the board members that conflicts with other meetings and required notice periods forced changes to the Zoning Board's 2019 meeting schedule. Meetings are now set for March 27, April 25, May 29, June 26, July 24, Aug. 28, Sept. 25, Oct. 23 and Nov. 21. There will be no meeting in February or December.
Connor was re-elected Chair of the board. Kate Atwater-Butcher was re-elected Vice Chair. The Board also recognized Keith Stover, participating in his first meeting as an alternate member of the Board.
The next meeting is scheduled for 4 p.m. on Wednesday, March 27.
